When you use the test Visa credit card number 4111 1111 1111 1111 in PayPal’s Sandbox, the payment fails due to fraud detection policies. You’ll see this error:

Resolution resolution
Use a different test credit card. To generate mock credit cards for testing:
- Go to the PayPal Developer Portal .
- Log in to your PayPal Developer Dashboard.
- Click Generate Credit Card to create a new test card.
