Locators fail to start on AEM Forms 6.5.23 with JDK 8 or JDK 11

After updating to AEM Forms Service Pack 23 in a clustered environment, locators fail to start using the gfsh script. This issue occurs because a newer version of Gradle is now used in AEM Forms SP23. To resolve the issue, start locators using JDK 17 and servers with JDK 8 or JDK 11.
